Executive Chairman Anoicha North Local Government
Hon. Emma Bazim Chinye
Born over 55 years ago, into the family of Mr and Mrs T. I. Chinye, a humble Christian family from Namakili Clan, Agba Quarters, Onicha-Olona in Aniocha North Local Government Area, Delta State.
He attended LA Primary School, Lagos and Ani-nshi Primary School, Ogwashi uku for his primary education and St Pius Xth Grammar School, Onicha-Ugbo and Uboshi Grammar School, Ibusa, Delta State for his secondary education.
He was at the famous Edo State University, Ekpoma, where he bagged a Bachelor of Science degree in Economics in 1997. After his National Service, he went into private businesses and set up the Bazim International Investment Limited, ET Ventures, and Somewhere in the World Ventures, Lagos.
In 2001, Hon. Chinye went into politics pitching tent with the Peoples Democratic Party (PDP) where he has continued to demonstrate uncommon leadership qualities and passion for services to the people. He held several positions that included, Honourable Commissioner in the Delta State Ministry of Arts, Culture and Tourism, and the Executive Chairman of Delta State Waste Management Board.
Due to his political sagacity, philanthropy, and humble disposition, Hon. Emmanuel Bazim Chinye was nicknamed in his Local Government Area, "The Man We Know", "Omeliora", "Obata-Obie", "Omekaokwu", among other names.
He was the PDP Campaign Director of Mobilisations for the 2023 General election in Aniocha North Local Government Area, the National Coordinator of Okowa People Network (OPN), and Uche Bulu Ofu Pressure Group.
Because of his large heart with a sound belief in "Live and Let Live", Hon. Chinye has been able to use his advantage position to influence lots of political appointments into Delta State Government for his people within the Local Government Area, attracted infrastructure developments, empowered people with houses, cars, etc, and awarded scholarships to students, as well as organised extra moral studies for indigent students of his town that were preparing for WAEC, NECO, and JAMB.
His hobbies include; reading, playing lawn tennis, meeting people, and going on adventures.
He is married to his heartthrob, Tina, and the union is blessed with Five children.
In 2024, with his unanimous return as the Chairmanship candidate of his Party, the Peoples Democratic Party (PDP), to contest in the 2024 Local Government Election, he went into the election and was overwhelmingly elected as on Saturday, July 13, 2024.
He was later inaugurated as the Executive Chairman of Aniocha North Local Government on Monday, July 15, 2024.
Armed with the vision to REBUILD Aniocha North, Hon. Emma Bazim Chinye hit the ground running with his GAINS action plan that stipulates good governance, accessibility, infrastructure, agriculture and human capital development, notable youth development initiatives and security.
In conjunction with his vice, Hon. Clara Nneka Dibia, the legislative Arm of the Local Government under the leadership of Hon. Raphael Uzor, His Cabinet Members, the Head of Personnel Management, the Treasurer, Department Heads and the Body of workers in the Local Government Council he has been able to build a very solid foundation within his first 100days in office.
His administration's verifiable activities and actions within his first 100days includes, but not limited to the following:
1. Facilitation of massive rehabilitation with asphalt overlay of bad portions on the Issele-uku axial road from the express to UBA with repairs of drainages along the Issele-Mkpitime- Onicha-Olona road.
2. Putting in place security and other necessary measures for the eventual reopening of the Branch of UBA in Issele-Uku.
3. Facilitation of massive rehabilitation of the Executive Arm Building and exquisite furnishing of the Executive Chambers, Executive Chairman’s office, Vice Chairman’s office, office of the SLG and all other Offices in the building.
4. Facilitation of massive regular environmental sanitation exercise, rebranding and beautification of the entire Aniocha North Local Government Council premises and Issele-Uku community.
5. Facilitation of empowerment and appointment of over 200 persons as political aides and committee members with reasonable monthly stipends.
6. Putting in place security measures in conjunction with all the security agencies in Aniocha North Local Government area towards curtailing the activities of Fulani herdsmen and other criminal elements in the whole area.
7. Facilitation of the template for the construction of an ultra- modern main market in Issele-Uku and other developmental projects in the 18 communities in Aniocha North Local Government Area by way of sponsoring a Supplementary Budget to the Local Government Legislative Arm.
9. Promoting the welfare of Traditional Rulers in the area and working with them cordially to bring about peace and security.
10. Regular sponsorship of routine immunization of children between the ages of 9 months and 5 years against measles and other killer diseases in conjunction with the Delta State Primary Health Care Development Agency and other Partners
11. Facilitation of the massive clearing and beautification of the three main entrances to Aniocha North Local Government Area in conjunction with RainOil Nigeria Limited.
12. Facilitation of the reconnection of the Local Government Council Secretariat to the National Electricity Grid.
13. Regular payment of Salaries and claims to workers as well as imprest for effective governance.
14. Facilitation of over 400% increase in the stipends of Casual workers of the Local Government.
15. Facilitation of the Reticulation of water from the Local Government Water Scheme to the Executive Arm Building.
16. Cordial relationship with the Legislative Arm, the Executive Arm, the Administrative Staff and the Workers Union of the Local Government Council.
17. Regular meeting with Management and Staff of the Council for effective and proactive Governance.
18. Effective and cordial relationship with leaders of the Local Government Area.
19. Effective and cordial relationship with the Chairman, Executives, Leaders and members of His Political Party, Peoples Democratic Party (PDP) in Aniocha North Local Government Area.
Hon Emma Chinye's compassion for the people and his passion for service is propelling him in no small measure, in the translation of his vision to rebuild Aniocha North, into reality.
